Abstract
Shahrashtani, Author of Milal and Nahal, in his commentary called Mufatih al-Asrar and Masabih al-Anwar, put forward several rules, including the rule of mafarugh and mustanaf, order, contradiction, etc as keys of Tawil and esoteric interprating of Quran. From his point of view, not paying attention to some of the aforementioned rules can be the basis for the idea of conflict and inconsistency between Quranic verses such as the verses that suggest predestination or delegation and freewill, or the verses that encourage the transmission of religion, and the verses that despair of the faith of the infidels, etc.

But from his point of view, the reconciliation between these two types of the verses is obtained when the rule of mafarugh and mustanif is paid attention to. In this way, the audience of the Qur'an understands that there are two groups of verses that seem to have conflicting meanings; one of them discusses the perspective of time-space, humanistic, mondial, causal, appearance, erasing and stablishing Devine tablet, duty and Shari'ah (Hukm Mustanaf) and the other Divine view, transtemporal, the Divine causal, the interior, the Basic Divine of the Book, destiny and the resurrection (Hukm Mafrugh).

Both views are correct, each in its own place. In this article, the origin, dimensions, importance and basics of the rule and examples of its application are discussed, including in the case of Musa (pbuh) and Khizr.
